Hello. :) I've found this tutorial somewhere on Polish sites and decided to translate it. Hope you like it. :)
1.Make a new document (fx. 600x300).
2.Reset colors to default (press 'D').
3.Go to Filter->Render->Clouds.
4.Apply a motion blur (Filter->Blur->Motion blur) with these settings: Angle:58, Distance:10.
5.Apply a mezotint filter (Filter->Pixelate->Mezotint). Use Fine dots as the setting.
6.Now, we apply another blur. This time, it's a radial blur (Filter->Blur->Radial blur). Here are the settings:
Amount: 100, Blur Method: Zoom, Quality: Best.
7.It's time for some wind (Filter->Stylize->Wind). Apply these settings: Method: Wind, Direction: From the Right.
8.Do the same now, but this time set Direction parameter to From the Left.
9.We have to rotate the image. Choose Image->Rotate Canvas->90 CW.
10.Repeat step 8.
11.Repeat step 7.
12.Return the image 90 CCW.
13.This time we'll apply the last filter. Go to Filter->Brush Strokes->Accented Edges. Use these settings: Edge Width:2, Edge Brighness: 38, Smoothness: 5.
14.All you have to do now is to color this image a little.
