Someone once showed me this, i forget where, but it helps to use.
If you want a neat border effect, this tutorial is quite easy to use.
First, get your image, i'm using this deftones cover:

Next, select the area you want, i'm trying to concentrate on the skull:

Press Ctrl+Shift+I or right click and select inverse selection, so that it select the outside of that area:

Next press Q:

After that, apply any filter that distorts or changes the border, play around with them.
Some that give good results are:
Halftone: it gives a nice bubbly border, especially when it's NOT a square image.
Twirl: when used on an edge of an iamge gives a ncie curvy border that looks good when erased with a feather.
Radial blur: a dusty looking border.
Underpainting: As shown below (click for transparent version)

And don't forget to mix and match, use the filter + feather and other filters at once.
