[complete] Owl Avatar - Most of Work Done Already

Hey, I have the perfect avatar, but it is only 100X100 pixels and the site I would like to use it on requires at least 150 pixel width; so they have blown up my image and it looks like garbage with all the grainyness etc.

So I was wondering if one of two things were possible. The first is probably wishful thinking, since I can't imagine a way to do it - but would it be possible to blow the image up to 150X150 and sharpen it?

If not (and I expect not) could somebody please put a solid black (or dark blue that matches the image background) border around it - not on the top and bottom, but just on the sides. I just need 25 pixels of solid black (or a dark blue that matches the image background) on each side so that the image can measure 150X100 without them insisting on blowing it up. Thanks a lot to anyone who helps. Here is the image:

That looks pretty good, but it does look just a little lighter in color and I was hoping to keep the color scheme as was - his eyes kind of look orange now, the white on his ears is brighter, etc. I kind of liked the dark look it had before. But in terms of sharpness I really like it; it is way sharper than the my current avatar on the site.
