Could you make a background tut...

Could somebody explain to me how to make your own sort of background, i only know how to get backgrounds from Gradient tool and the bucket.

For example how would you do this background?

that is section where you have to post that kind of things...

well i mostly start making sig like taking some nice stock and paste that to sig and then i just smudge it and use other kind of effects...
