I use photoshop

gimp can make them 2

GIMP is free and you can make then from GIMP.
Photoshop is not free and you can make GIF images there too.
fireworks is not free and you an make GIF images easily

well i use GIMP and shortly will use photoshop.

I learned to animate text from here and then i understood the logic behind animations so now i can make any GIF image from GIMP. its like you have to make frames and set the time interval between them. :D

well i hope i didnt talk rubbish..
