1) Open up your signature
2) Make a new layer
3) Place it above all other layers and rename it "border"
4) go to select - All http://i43.tinypic.com/wsogmp.jpg
5) Choose foreground colour as black
6) Go to Edit - Stroke Selection http://i42.tinypic.com/2lbj3v6.jpg
7) Choose stroke width 10 px and click OK http://i44.tinypic.com/jj8m4w.jpg

8) Change the foreground colour to white
9) Go to Edit - Stroke selection
10) This time, choose 8 px then select ok

11) Now choose black as foreground colour again
12) Go to Edit - Stroke Selection
13) Now select 6 px

14) Final step. Go to Mode - Overlay http://i39.tinypic.com/24msz85.jpg

If you didn't like it then mess around with the mode setting (14th step) e.g dodge , difference and others.
