Gimp Effects frustration

Hi folks I have looked for Effects > Geometric Effects > Skew) and Sculpture (Effects > Texture Effects) but kind find this in the gimp interface. Is this downloadable plugins, if so can someone please link to them as i have now spent 30mins looking and cant find em.
