GIMP PROBLEM

Hey everyone this is pretty stupid but i am stuck n a tut because idk where i can find the FEATHERING tool at? I have absolutely no idea if someone can explain or screen shot that would help greatly...

Well I dont think theres an actual feathering tool but, if youve selcted something you can choose the feather the edges or you can go to select > feather.
