If you can I would get Photoshop CS2 or CS3.
Many people can't, however, and if you are one of those people you might have to resort to GIMP. To get it go to gimp.org.
The GIMP is just as good as Photoshop but harder to learn. Don't make the mistake of thinking it can't make amazing images like a large majority of people do. I've seen countless pimp things come out of it.
This for example http://white-sock.deviantart.com/art/Whitesock-Design-for-T-Shirt-70045078

Welcome Grapple, im from the UK too (wales)
I started out using GIMP and found it a very good start, although it is slightly harder than Photoshop, try using GIMP and at the same time, see if you can get hold of any version of PS.
If you need help dont hesitate to ask (although im sure noobie already has it covered) :D
