How can I make that neon light effect? Like in the blackwolf sig or in the Rihanna sig(which is in your rotator)

I use a lot of blending options :)

Right Click on the layer, in the Layer Palette (window down on the right) and select Blending Options to take a look at what I did

You can tell which layer has an effect, if it has a little "fx" on it in the Layer Palette
