Ok having never done this before you're all gonna have to bear with me LOL
this is what you're going to create ...

Ok open photoshop
Press ctrl and d to make sure your colours are set to default
File/New
I did 350 by 150
set background to background colour (should be white)

Now you need to goto filter/texture/ grain and use the settings intensity - 100
contrast anything between 75 and 100 and change the grain type to vertical..

Now you need filter/artistic/neon glow
glow size - 5
glow brightness - 15
glow colour - green

Now you need filter/stylize/glowing edges

edge width - 1
edge brightness - 8
smoothness - 1

This is your still matrix effect now you need to duplicate the layer twice - layer/duplicate layer
Now you're ready to goto imageready...
While in the first animation frame, select the move tool and move Layer 1 (the top layer) all the way to the top of the frame. Out of sight. You can do this by selecting the move tool then pressing the up arrow on your keyboard this way it keeps the layers in line ;)

Create another animation frame and with the 2nd animation frame highlighted move the 1st layer back to its original position .

In the same animation frame. Using the move tool, you now move Layer 2 (the middle layer) to the bottom of the frame till it's out of sight.

Set your timing to 0.1 on the animation tab if you want the code to move slower, you can also use "No Delay" if you want the code to move faster. Play with the timing settings to see what you like..

now select tween, and add 5 frames...
Delete frame 7 on the animation tab ..
Now all that's left to do is file/save optimised as
and there you have it ..
