I need a little help

Hi guys!

I have a simple question to the pros. How do I make these kind of glowing effect on the render in the sig below?

I was guessing it's somekind of abstract brush or some smudging and then playin' with the layer properties but I've never managed to get the result I wanted. Can someone help me out with this problem? :)

you just haven't played enough yet :p

there are multiple ways to do it, but most of it is blending options and duplicating layers and then changing blending options
