Its hard to get people to guarentee competitions. You want to gain interest and keep it. Forcing and such is a little hard, but i might be misinterpreting you! :)
Good Luck in starting the comp, but putting effort in always ends up to some form of success.

How about you try to give them a reason to join the comp like some kind of reward preferably a large one and then you will have people flying over from Antarctica to join the Photo Manip contest just for the reward and then soon it will make it as big as sotw and bsotw :wink: :D
