Hello. :)

I've decided to write this little tutorial, because a few people were fascinated of my latest work (I mean "Tokimeki"). :) So, here you are:

1. Create a new image with a transparent background.
2. Put some clouds on it (Filter->Render->Clouds).
3. Then use Difference Clouds filter four times.
4. The background looks like a glass wall, so we have to use the Glass Filter (Filter->Distort->Glass). Here are the settings you should use:
Distortion:14
Smoothness:2
Texture:Blocks
Scaling:50%
Invert:Checked
5. Duplicate the layer and change the layer's blending mode to Screen.
6. Blur it a little with the Gaussian Blur (Filter->Blur->Gaussian Blur).
7. Colorize it! :) (Ctrl+U).

Here is a little example:

Hope you like it! :)

That's why I use Photoshop. :) I don't say GIMP is weak or something like that, but Photoshop is more popular and it's easier to make good arts in it. Of course, it's all IMHO. :)
