OK you will need:
A good C4D that works well with your render.
Some stock.
GIMP v2 or higher.
STEP1
OK first make a new document 400x150 (or whatever size you want) then open a stock the Filters-->Blur-->Gaussian Blur-->8
STEP2
Paste in your render, then duplicate it the Filters-->Noise-->Pick-->50 (Both Settings), then Filters-->Blur-->Gaussian Blur-->8 then duplicate it 3-5 times then Filters-->Noise-->Pick-->10-20 then Filters-->Blur-->Gaussian Blur-->2 and if you resized your render go to Filters--> Enhance--> Sharpen--> 30.
STEP3
Now for the good part, open C4D and duplicate it put one on top of the render and one at the bottom, now erase the top C4D were the main parts of the render is.
STEP4
Now blur parts of the C4D with the Blur Tool.
STEP5
Now on a new layer use a splatter brush (you can find one on deviant art) and scale it to 0.04 (the brush I‘m using is huge but if yours not then its fine) and brush round the main parts of the render (REMEBER ON A NEW LAYER!) the alpha select the render and press CTRL C, now lock to alpha the splatter layer and the in your brush section right on top you will see your render is now also a brush now take that brush and brush around the splatter layer.
STEP6
I’m going to give a basic way of lighting just go Image--> Flatten Image, then duplicate your sig then Flitters--> Lights and Shadows then make the distance to the max and place the blue dot were you want your light source coming from. And Sharpen Filters--> Enhance--> Sharpen--> 30. And you’re done.
