Well I uploaded the picture that I want to make into a sig but when I try making the size it doesn't stay the way I want it to.Also do I have to have two pictures? or just one?

firstly, it all depends on which program youre using. secondly...open a new layer, size aprox 400 width 150 height.
Then open your image as a new layer...resizing tips will depend on the program youre using.
