ok i open new sig for example 400x150 and i wanna put image on it? Here (http://www.signaturebar.com/forums/templates/NoseBleed/resizefix.php?originalsize=http://fc06.deviantart.com/fs25/f/2008/129/c/8/Assassins_Creed_Sig_tutorial_by_dailytruthwp_dot_c om.jpg)
says that u need to paste Image in 400x150 and i have no idea how to do it :P

Well, you can just drag and drop the image.
If you maximized your window that your sig is on, just go right underneath the big X to close program, there should be a smaller set, click on the minimize one.
I work in mini windows a lot, it lets me drag everything. :D

Not Really i mean like this...u open 400x150 (with all clean(White blackgroud)and how to put picture in it..

Well, you would have to open your picture..
File>Open then select your picture
THEN do what I said.
Are you using Photoshop or Gimp?

PhotoShop ofcourse Gimp (http://www.gimp.org) Sucks :D

After that you just click and drag onto your canvas.
