good free software for that is gimp (search from google)
or photoshop which cost millions (well few hundreds) but it is better than gimp :)

u cna use many different programs just depends what u are good at some might say ps some might say AI :P some might even say gimp

so which eva program ur good at would probs be ur best bet

If you want a sweet animated one try Cinema 4d

Hehe, I say PS is worth the bucks.
Or you could try GIMP or Paint.NET
