A little better. I just didn't use enough layers or maybe I went gung-** on color levels. I don't know.

yeah dude, you have the gist of it, the animation you have going there is actually, honestly a pretty cool looking one, if you were looking for the more fluent 'rain' effect however, make sure you use 4 or 5 layers with the same settings.
If you just want a light evening drizzle you can drop the angle and slow the animation down, if you are looking for the face smashing monsoon rains you can increase the angle slightly and stack the 'rain'.
Stacking and making the rain fluent is really easy once you have the taste for it =). First off you make the copies of your base, for every copy make a new transperant layer for it. On every transperant(splin?) layer do the noise smudge blur steps. Once you have done that to all of your transperants you give it a test drive by merging the transpernat layers down on to a base copy. DO NOT DO THIS TILL YOU HAVE COMPLETED YOUR STEPS Once merged down, the only way to unmerge is to Ctrl+Z which will delete any work after the merge!
Now you should be looking at a pretty dark, misty looking signature, play it back and see if you like the flow, if you want it heavier then all you hafta do is Ctrl+Z to unmerge and then repeat the steps as many times as necisary to transperant layers! =D
Sorry for rambling on and probably not making any sense, but I like animation, tis my friend ^_^
