That's Very simple just add "III" and double-click on the layer in the layer's palette there you will find bevel and emboss then play with the adjustments to get the text to the liking you want and then get a suitable pattern which you can find in pattern overlay or create your own using that image ( the one you linked above ).And change the color to gray and then you are done.

Yeah.
Type III and click blending options and then mess with shadow and bevel and emboss.
