This is my first attempt at writing a tutorial, so if something isn't clear, please let me know. :)

Create a new layer 400 x 150 pixels. White is the background color.

Making sure the foreground color is white and the background color is black render some clouds Filter/render/clouds. Now make some difference clouds on this layer Filter/render/difference cloud.

You can keep the clouds black and white if you like, or choose to have your sky colored.
In this instance, I did colorize the background by layer/adjustment/hue-saturation and selecting the colorize option. Play around with the hue and saturation to suit your render.

It should look similar to this one.
http://img222.imageshack.us/img222/4480/26619275jx6.jpg (http://imageshack.us)

Make a new layer and repeat the cloud renders. When doing the difference clouds, hold down ctrl and then hit f a few times. (5 or 6 times) This will change the diffenece clouds patterns. Invert this layer, buy holding down ctrl and I.

Next the levels are adjusted. Using ctrl and L, to bring up the levels menu, move the middle arrow all the way over to the right hand side.
http://img229.imageshack.us/img229/8259/33275641xu5.jpg (http://imageshack.us)

This will give you a lightening effect.
http://img229.imageshack.us/img229/1691/33018154jh8.jpg (http://imageshack.us)

At this point you can keep the lightening black and white or choose to colorise it. I chose to colorise it. Ctrl U, colorise, then play with the hue and saturation until you find something you like. Change the layer to color dodge.
http://img220.imageshack.us/img220/6228/71951054pw6.jpg (http://imageshack.us)

Duplicate this layer. Name one layer normal, the other light. On the light layer, bring up the layer menu again. Ctrl L and move the middle arrow to the left, slightly. This will intensify your lightning strike a bit.
http://img222.imageshack.us/img222/3470/98101530kb5.jpg (http://imageshack.us)

Make another layer of lightening by repeating the steps mentioned above.
New layer
Fliter/render /clouds
Filter/render/ difference clouds (ctrl f 5 or 6 times)
Invert (ctrl I)
Layer adjustment (ctrl L middle arrow all the way to the right)
Colorize if you want (ctrl u)
Layer mode color burn
Duplicate layer
Layer adjustment on the duplicated layer (ctrl L middle arrow to the left slightly)

These will be your two different lightening strikes.

Next comes the render. Cut out your render and past into a new layer.
http://img220.imageshack.us/img220/44/78866766gi9.jpg (http://imageshack.us)

Duplicate and make the layer mode color dodge
http://img220.imageshack.us/img220/9784/62844456mf3.jpg (http://imageshack.us)

Create a new layer, name it rain 1 and fill this layer with black. Go to Filter/noise/add noise and select 70pct for the amount setting. Make sure, uniform and monochromatic are selected.
Make a new layer and add your text at this point. The text will appear to be rained on.
http://img220.imageshack.us/img220/8507/84126298zb7.jpg (http://imageshack.us)

Next go to Filter/blur/motion blur. For this layer the settings are set at 49, distance of 5.
http://img222.imageshack.us/img222/2113/94752412kn6.jpg (http://imageshack.us)

Change the layer mode to linear dodge and opacity to about 41 pct.
http://img229.imageshack.us/img229/4672/27292497dr3.jpg (http://imageshack.us)

This is the first layer of the rain animations. Four layers in total are needed, however, vary the noise and the motion blur on each one, slighty. If the settings aren’t different, the rain effect doesn’t appear.

First layer noise 70
Second layer noise 71
Third layer noise 72
Fourth layer noise 73

With the motion blur, it would be
First layer angle 49
Second layer angle 51
Third layer angle 48
Fourth layer angle 53

For the last layer, make a border to your liking.

Next is the animation.

Open up image ready.
The first frame has these layers.
The background, the colored clouds, normal render, text, first layer of rain and the border. Duplicate this frame 3 times, changing only the rain layers per frame. Each of these frames needs a different rain layer. Duplicate the four different frames four times for a total of 16 frames. (make sure to keep them in sequence. If you have the first four frames highlighted when you duplicate them, they will stay in sequence. Much easier then trying to do frame by frame)
http://img220.imageshack.us/img220/8291/80665222uc6.jpg (http://imageshack.us)

About the fifth frame in add the normal lightening strike. The following frame add the light lightening strike and the color dodge light render. Do the same for the following frame.
Frame 5-light strike, normal render
Frame 6- light strike, color dodge render
Frame 7- light strike, color dodge render

Do the same with the second lightning strikes.
Frame 13-light strike, normal render
Frame 14- light strike, color dodge render
Frame 15- light strike, color dodge render

All frame timings are set to zero.

Hopefully, your siggy looks something like this.

All the imageready section you can do in normal photoshop cs3. You will still have to find the animation window in cs3 an all, but it's under the same section I think as in imageready.
