I'm a n00b and have no idea what everything is. I've been on forums with the same design, but this is confusing. I don't know where to start?

well looks like you have got used little bit to this site already because you have 13post, but let me explain little bit :)

so first thing which should be done when you come to this is reading rules, almost every site have rules and you need to follow them...

then it depends why you came here, did you came here to get better in designing or did you came here to get free signature?

but if you came here to get free sig, you should get over 10 post (looks like you already have it :) ) and then read requesting rules

and then make new topic to Request section and ofc you should follow requesting rules when doing new topic.
